EU CBAM was introduced as a carbon leakage measure complementing the increased decarbonisation efforts of EU industries The application of the CBAM has started this October with a transitional period that will last until end of 2025, during which only reporting requirements will apply. Financial obligations for EU importers will start to gradually apply as from 2026, in line with the gradual reduction of free allocations under the EU Emissions Trading System (ETS) which will be completed by 2034. Sectors covered by CBAM are the iron & steel, aluminum, electricity, cement, fertilizer and hydrogen, but it may be expanded to other products that are at risk of carbon leakage in the future.
In this seminar, the Director-General of DG TAXUD of the European Commission, will talk about the current status, future measures and responses, and discuss together with related parties of Japan. A delegation of European Commission officials in charge of the implementation of CBAM will be accompanying the DG and available to discuss with Japanese stakeholders during this event, including during the networking reception that will follow the panel discussion.
